If this has been done without success you could cover the area in sodium bicarbonate and leave for 20 mins and then scrub with a brush and warm water.If your chosen surface has already been previously coated with paint or varnish, it must be stripped back to its original bare wood before Cuprinol Garden Shades can be applied directly.
